Position Description:

Responsible for the day-to-day tactical duties for a technical program. May not be directly responsible for P&L but is accountable to oversee results of multi-functional project teams. Responsible for the administrative/operational leadership of a project within the program guidelines set by management and the client.

Your future duties and responsibilities:

Works with project teams to support all aspects of project planning and execution activities with particular emphasis on defining and providing management reporting for schedule, effort, and quality metrics. Monitors project to verify that work scope, schedule, and budget are well defined and maintained. May be client-facing and have supervisory responsibilities. Provides the coordination between resource managers/supervisors and verifies that all necessary reviews and approvals are received. May conduct performance/project analyses during phase-down to benefit future/other projects/missions/programs.

Required qualifications to be successful in this role:

• Bachelor’s degree is required with 5-8 years of relevant experience

• Managing a large IT program with multiple projects.

• Overseeing SDLC efforts (development, integration, testing, training, deployment, operations, and/or maint).

• Overseeing the day-to-day management of a large government program as a government or contract executive.

• Experience with leading edge tools includes working with tools such as Bachman, C++, Oracle, DB2UDB, Java, Node JS, .NET, Microfocus Cobol, Hadoop, GreenPlum, Java Web Services, MS SQLServer, AWS, Azure, AGILE methods, Red Hat Linux, SAS, VMWare, Erwin, HIJAAK, Unix, Unix script. Other tools – we are also looking at expertise in open source tools like splunk, JAWS, OpenStack, Swagger, GitHub and Jenkins, etc.

• Experience working with/on Agile development teams, overseeing the Agile iterative sprints and producing a minimum viable product within a specified time frame. Experience managing multiple Agile teams.

• Managing contract support functions including financial/contract/subcontract/procurement activities.

• Managing project teams in multiple locations.

• Delivering projects on time and budget.

• Managing multiple vendors across several task orders.

• Supporting multiple customers under a single contract.

• Managing multiple tasks under Task Orders.

• Interfacing with COTR-level government staff.

• Implementing Software Process Improvement practices.

• Exhibiting superior oral and written communication skills.

• Managing, developing, and maintaining resources across multiple task orders.

• Managing a formal problem resolution process showing the successful and timely resolution of issues.

• Developing software development estimates.

• Developing Statements of Work (SOWs).

• Developing training requirements.

• Information Technology Management

• Managing people including subcontractor staff

• Technology Modernization including phased and cutover implementations

• Ability to manage competing priorities and multiple daily tasks in a fast-paced environment

• Direct Software development experience

• Agile SDLC development experience

• Waterfall SDLC and/or Agile development experience

• Experience delivering Section 508 compliant applications, deliverables, and communication

MS Office and Project; 3rd Generation Programming Language; SDLC management with successful system, user, integration testing; WBS resource and scheduling

Emerging Technology Experience: Big Data desired; Federal Cloud Computing; Citizen-centered online services technology; IT modernization experience

Additional Criteria: Demonstrated experience delivering projects on time and budget; Experience maintaining high levels of customer satisfaction on project they led

Certifications: PMP , Masters degree required in computer science or related field.

Certified Business Operations Professional (CBOP), Information Technology Infrastructure Library (ITIL), Accredited Management Consultant (AMA), Certified Business Manager (CBM), Certified International Project Manager (CIPM), Certified Management Consultant (CMC), Certified Manager (CM), Certified MBA (CMBA), Certified in Management (CIM), Certified Federal Contracts Manager (CFCM), Master Certified Knowledge Management Professional (MKMP), Master Project Manager (MPM), Master Management Consultant (MMC), Professional Manager (P.Mgr), or Stanford Certified Project Manager (SCPM) or educational institutional certifications.
