Position Description:

Put your years of experience into a future of excellence at CGI Federal. We are seeking a Cyber Electromagnetic Spectrum (CEMA) Subject Matter Expert (SME) to support operations in our Ft. Eustis, VA location.

Synopsis: The Operational Environment Training Support Center (OE TSC) provides the central management for the delivery of the Operational Environment OE. The Operational Environment facilitates and acts as the principal enabler for continuous learning across all TRADOC lines of effort through acquiring, analyzing, creating, organizing, applying and transferring data, information, and knowledge in the context of current and future operations. The OE TSC quickly and accurately represents the Operational Environment (OE) using a set of dynamic, integrated analytical processes, information technologies, knowledge networks, and tailored delivery applications. It connects with, develops, and maintains real-world databases necessary to replicate the complex, competitive nature of the OE. The OE TSC seeks out, explores, and integrates technologies and methods to assist in representing environments, events, and capabilities across all Doctrine, Organization, Training, Materiel, Leadership, Personnel, and Facilities (DOTMLPF) domains. Duty is at the TRADOC G27 OE TSC at Fort Eustis, VA.

Your future duties and responsibilities:

Basic Functions: CEMA aims to exploit an advantage over enemies in both cyberspace and the electromagnetic spectrum, while simultaneously "denying them use of the same and protecting the mission command system." Broken into its elements, CEMA consists of the synchronization of cyberspace operations, electronic warfare, and spectrum management operations. CEMA is a critical support element to TRADOC G27’s Opposing Forces (OPFOR) Program Management Office that manages the Army’s OPFOR Program as described in Army Regulation 350-2 across live, virtual and constructive environments and also includes: Providing management and oversight of the OE/OPFOR Pillars within Home-Station Training (HST), Combat Training Centers (CTC), Joint National Training Capability (JNTC) programs and the integration of Cyber, EW, and Space into those areas as well. OPFOR PM validates and accredits threat replication/integration, including in the areas of Cyber, EW, and Space at Army Centers of Excellence, HST, and CTC programs to drive leader development, training, and education. OPFOR PM also executes responsibilities associated with the TRADOC Project Office (TPO) for OE/OPFOR Modernization requirements.

Primary Duties and Responsibilities:

• Represents G2 equities as Cyber Electromagnetic Spectrum (CEMA) domain SME; DoD, Joint, Army, and TRADOC policy and procedures used to develop Army CEMA requirements and matters pertaining to CYBERCOM, ARCYBER, Cyber CoE, and Space and Missile Defense Command.

• Participates in or leads all CEMA domain efforts within G27, and in support of the collective G2 as required, which includes assistance to other G2 Directors’ efforts to plan and integrate CEMA operations in their support to Army exercises.

• Identifies CEMA concepts, requirements and gaps for integration in G2/G27 operations. Assists in finding solutions for gaps.

• Initiates or supports studies and analyses needed to identify CEMA requirements and gaps. Reviews and provides input on Joint and Army Policies related to CEMA as well as DOTMLPF-P solutions.

• Researches, assesses and catalogues developments in the areas of CEMA that will impact the development of DOTMLPF requirements with an impact on G2/G27.

• Keeps abreast of leading edge technical and intellectual developments in the areas of CEMA to facilitate training at all levels from Initial Entry Training thru operational collective training programs and events

• Acts as the Army’s SME on Threat CEMA/InfoWar activities including support to concept development and training support to the Operational Environment and OPFOR.

Required qualifications to be successful in this role:

• A Bachelor's Degree in Cyber Security, Information Management, Computer Science and/or Information Security, with corresponding MS preferred.

• An in-depth knowledge of CEMA, Cybersecurity, EW, Space and Information Security domains.

• Wide knowledge base that facilitates initiative recommendations putting CEMA into context with other operations and subsequent recommendations on how a program could be executed to achieve the initiative.

• Skill in making oral presentations with clarity, accuracy, and concise articulation to assure precise understanding of technical content.

• Skill in writing materiel such as position papers, general office correspondence, explanations, reports, analytical assessments, and similar documents to clearly, concisely, and accurately communicate technical and non-technical content.

• Thorough knowledge of the DOD, DA and subordinate commands' structure, missions, programs and organizational relationships which provide for complete staffing and consensus building.

• Knowledge to participate in DOTMLPF evaluations through individual or group work to ascertain a programs compliance with policy and program’s eligibility to progress through the major decision reviews.

• Active TS clearance with ability to obtain and maintain SCI is required. May require indoctrination to Special Access Programs (SAP).

• Due to the nature of the government contract requirements and/or clearance requirements, US citizenship is required.

• Valid US passport for travel internationally; 25% travel frequency expectation.

• Experience working with TRADOC G2/G27, JS J7, DoD elements, CYBERCOM or ARCYBER preferred.
