Position Description:

CGI Federal is currently seeking a Management Analyst III to support FBI, Operation Technology Division, Radio Coordination Unit (RCU) in Quantico, VA.

Your future duties and responsibilities:

The applicant will work with FBI field office personnel, other government agencies at the federal, state and local level and commercial antenna site owners to acquire communications site licensing contracts needed to support the infrastructure of the land mobile radio system. The applicant will provide contract administration throughout the life of the contracts to include clarifying terms, fees, coordinating equipment installation, coordinating requisite utility connections, ensuring operation frequencies are authorized, coordinating requisite utility connections, ensuring operating frequencies are authorized, coordinating the work necessary to develop sites, order antennas, cabling and associated parts, and establish the means for antenna site repairs.

The applicant will provide guidance to field office and Unit personnel regarding antenna site commercial vendors to resolve problems. The applicant will interface with industry and government employees at commercial and government sponsored conferences to gather and provide program information. The applicant will assist in the generation of program guides distributed to field office personnel.

The applicant will work with all DOJ technical personnel to gather information needed to generate contracts which support the shared land mobile radio system, the integrated wireless network, and the central receive video systems. Applicant will generate contract documents and initiate procurement action. Applicant will communicate requirement status to field office and other DOJ entities as required.

Applicant will coordinate all requests with members of Radio Site Development unit and Radio Coordination Unit to ensure equipment t is provided, site work is approved, parts are ordered, spectrum is authorized and funds are available.

Applicant will be responsible for forecasting and providing budget information for the formulation of future budgets. Applicant will keep financial contract records for all site payments.

The applicant will report to the TOSS Group Leader. Routine support activities include, but are not limited to, creating, editing, and entering data into Microsoft Excel spreadsheets, using Microsoft Word, using databases created with Microsoft Access, answering telephones, and filing.

The applicant will utilize FBI database to research and report status of requests.

Required qualifications to be successful in this role:

Top Secret Clearance

Administrative Skills

Knowledge of Microsoft Excel, Access, Word, Outlook Email, and WordPerfect software

Organization and coordination skills

Maintains good relations with the public and staff

Written and interpersonal communication skills, and the ability to work independently as a team member.

Basic accounting skills

Specialized experience with Unified Financial Management System (FMS) and System for Aware Management (sam.gov)

Familiarity with federal acquisition regulations

Knowledge of FBI Finance Division procurement process and procedures

Knowledge of FBI invoice processing system

Knowledge of RSDU Database functions and procedures
