Position Description:

This position requires a Department of Defense (DoD) clearance, so US Citizenship is required.

Position Summary:

CGI is seeking a Logistician to work with our San Diego, CA office. The Logistician will be part of a team that is performing integration and engineering services for a government command and control system.

The Logistics Manager will establish the logistics and sustainment policies and processes necessary to maintain AN/FYQ-162 System(s). Assist the JMS Logistics Lead with development/sustainment of documentation and processes to support Joint Space Operations Center (JSpOC) Mission System (JMS) facilities at SSC Pacific, Vandenberg Air Force Base, and contractor development facilities.

The JMS Logistics Manager will serve as the logistics subject matter expert (SME) for the integration/sustainment of JMS at Navy, Air Force, and Contractor sites through application of Product Support Elements in accordance with applicable DoD, DON, Air Force, and SPAWAR Technical guidance. This is an opportunity to expand cross-competency knowledge, skills, and abilities, as well as improve professional networking throughout the Space Logistics community here at SSC Pacific, Air Force System Missile Command (SMC), JSpOC and other industry leaders in Space technology. This task opportunity is seeking a technical leader with the requisite initiative and expertise to provide crucial impact in providing the Warfighter with capability to meet operational needs. The position requires good communication skills in interacting with technical and management personnel. Expected to work well with others and be able to teach technical concepts. Must be willing to deal with challenging / non-traditional work environments and be flexible / innovative in finding solutions.

Principle Duties & Responsibilities:

• Development and update of logistics acquisition and sustainment documentation to include, but not limited to, DMSMS Plan, IUID Plan, Level of Repair Analysis (LORA), Inventory Management Plan, Maintenance Plan, User's Logistics Support Summary (ULSS), Demilitarization/Disposal/Decommission Plans, Depot Source of Repair Analysis (DSOR), Depot Maintenance Inter-service Support Agreement (DMISA), etc.

• Support format transition of JMS maintenance documentation suite from non-XML/SGML to XML/SGML schema.

• Support development of System Administration Manual (SAM) based on contractor formatted source documentation.

• Update JMS artifacts for configuration management.

• Participate and provide inputs to JMS Configuration Control Boards (JCCB).

• Participate in defining hardware warrantee and software license service level agreements (SLA) requirements for COTS equipment to ensure life-cycle cost savings.

• Oversee development of program provisioning requirements to support spares funding. Evaluate observed failure rates and parts obsolescence trends to make sparing recommendations.

• Support/manage inventory control process including conducting, transferring, dispositioning, and reporting hardware inventory. Manage/oversee transition of Microsoft Excel based inventory to CMPro.

• Oversee parts obsolescence tracking and DMSMS planning.

• Participate in ACAT 1 Program of Record (POR) Technology Refresh for COTS equipment including management of key planning elements: DMSMS Inputs, OEM Technology insertion, Hardware/software infrastructure requirements.

• Participate in development of organization level Help Desk Process flows and the resolution of O-level Help Desk tickets via Remedy System as required.

• Manage Depot Production Ticket throughput via CMPro Work Process.

• Support maintenance planning to include development/review of Planned Maintenance System (PMS) and Reliability Centered Maintenance (RCM) requirements.

• Prepare and review reliability/availability/maintainability (RAM) metrics and reports for System Program Office (SPO) and Office of Secretary of Defense (OSD).

• Manage supply support processes including packaging, handling, shipping, and transportation (PHS&T) to maximize availability and usability of material and equipment.

Required Knowledge, Skills, & Abilities:

  • Bachelor Degree in a related field and minimum 6 years of experience performing the principle duties and responsibilities listed for the Air Force or Navy.

  • Strong ability to work on multiple projects involving resources from multiple sources

  • Strong interpersonal and communication skills to work with application team and developers

  • Strong self-sufficiency and initiative

  • Property accounting processes to include the associated forms.

  • Knowledge of automated inventory control systems.

  • Ordering, processing, shipping, receiving, packaging, material handling, property accountability and discharge of excess property.

  • Shall have experience processing paperwork related to Customer Bill of Lading and forms.

  • Supportability Analysis experience

  • Experience in the Development and Maintenance of Logistics Management Information (LMI) in accordance with MIL-STD-1388-2B or MIL-PRF-49506

  • Demonstrated understanding of program Technical Data Package (drawings, parts lists, and electrical schematics), Change Notices (CNs)/Engineering Change Proposals (ECPs), technical manuals, and tool catalogs.

  • Development and Maintenance of Logistics Plans

  • Spares Analysis and Spares List Development

  • Distribution statistical analyses as it relates to calculating required spares quantities

Additional Requirements:

  • Ability to obtain a Top Secret/SCI clearance

Desired Knowledge, Skills, & Abilities:

• Certified Professional Logistician (CPL) highly desired

• Six sigma certification

• Earned Value Management System (EVMS) certification and application Experience working with and manipulation of relational databases

• Experience with Microsoft Access to include functions such as Advanced query design, Form design, Charting, Report generation and Data import/export

• Experience with SQL Server

• Experience provisioning using Interactive Computer Assisted Provisioning (ICAPS) software
