Position Description:

CGI Federal’s Housing Compliance team that partners with a local public housing authority and the U.S. Department of Housing and Urban Development (HUD) to assist in the provision of affordable housing has an opening for a Area Manager. This is an opportunity to join an energetic team with a collaborative management group and work with affordable housing owners and management companies within an assigned portfolio of properties. New team members receive in-depth training to prepare them for their role. Additional training and professional development opportunities are also available, both for the affordable housing industry and general business skills.

The Area Manager is responsible for the management of assigned staff members and the completion of their core tasks as identified in the Annual Contributions Contract (ACC) between HUD and CGI’s client, the New York State Housing Trust Fund Corporation (HTFC). All tasks must be completed in accordance with all ACC requirements, statutory and regulatory requirements, as well as HUD handbooks and other published guidance.

Your future duties and responsibilities:

  • Ensure staff performance is in compliance with the Acceptable Quality Levels (AQLs) outlined in the Annual Contributions Contract (ACC) between HUD and CGI’s client

  • Successfully meet all AQLs in order to obtain all revenue and fees

  • Monitor core task completion by utilizing CGI’s Contract Administration Tracking System (CATS)

  • Review reports and conduct regular portfolio review meetings with assigned staff.

  • Identify areas of staff development and implement plans to improve staff performance

  • Identify areas of process improvement and make detailed recommendations to the New York operations team on how problems can be remedied or processes improved.

  • Provide day-to-day guidance and serve as a subject matter expert on affordable housing for the assigned staff, assist in the review of assigned staff’s work product as needed.

  • Review the monthly required reporting to HUD

  • Serve as the second level point of contact for property owners and management agents with properties managed out of the assigned portfolio.

  • Identify and implement career growth needs for assigned staff

Required qualifications to be successful in this role:

The ideal candidate for the Area Manager role will have the following skills, abilities, and competencies:

  • College Degree – BA/BS or higher. Or related job experiences will be considered

  • Demonstrated leadership experience in a team setting

  • Goal setting; member motivation and career mentoring skills

  • Knowledge of NY PBCA policies and procedures

  • Previous experience managing a team or project

  • Previous experience managing a diverse portfolio of tasks or projects

  • Previous experience in the affordable housing industry preferred but not required

  • Results oriented with demonstrated process improvement ability and exceptional attention to detail

  • Able to work under pressure and solve problems in a deadline driven environment

  • Able to independently analyze and synthesize information quickly, demonstrated decision making ability in a regulatory compliance environment is a plus

  • Strong oral and written communication skills

Demonstrated ability to work with cross-functional teams

Software: Intermediate knowledge of Microsoft Office products (Word, Excel, Outlook, PowerPoint) is required; Understanding of Contract Administration Tracking Software (CATS/CAVS) and HUD Secure Systems (iREMS/TRACCS) strongly preferred

Desired Knowledge, Skills, Abilities, and Competencies

  • Undergraduate degree preferred

  • General business management with demonstrated program/staff supervisory and development experience

  • Professional, organized, and able to communicate at all levels

  • Program and personnel management, excellent customer service skills
