Your future duties and responsibilities:
Duties include, but not limited to:
Analyzes and evaluates the financial and accounting systems used by the Department and other agencies serviced by the Department to determine the design changes required to implement the systems in the supported customers environment.
Develops systems change requests to advise proponent agencies on the adequacy of systems to meet the Department and supported customers' specific requirements.
Provides advice and guidance on all aspects of the Department's financial operations to prepare and explain reports, present briefings, and to resolve problems associated with implementing review of organizational structures and systems.
Plans, develops, and implements accounting policies and procedures as directed.
Interprets accounting policies for immediate and long range management activities, development and planning of new accounting systems.
Determines the most desirable accounting techniques and internal controls to be employed in accomplishing objectives.
Contributes to the development of agency guidelines by developing best business practices, review draft agency instructions, and development of suggested revised/new solutions for agency consideration.
Develops and drafts functional system specifications and procedures based on technically sound and accepted accounting practices that conform to Departmental and Federal government-wide guidelines.
Coordinates with IT Specialist to plan and conduct testing implementation, and deployment of automated fiscal processes; isolate and solve design problems encountered during testing and implementation stages.
Develops, schedules, milestone actions and responsibilities, and evaluates hardware/software and resources needed for implementation.
Works directly with the IT staff during implementation phase, advising proponent agencies on the adequacy of systems in meeting activity requirements.
Identifies data elements, source documents, data flow procedures, business process requirements and output requirements that are to be incorporated into new systems to ensure interface with local unique management systems.
Monitors internal controls to ensure that finance and accounting functions throughout CGFS are operation in accordance with established policies and procedures and to resolve problems of an unprecedented nature in areas of responsibility.
Findings and recommendations as to improvements/changes in operations and procedures are made to senior officials.
Required qualifications to be successful in this role:
Mastery of a professional knowledge of theories, concepts, principles, and practices of accounting and financial management sufficient to conduct difficult assignments involving interfaces and interrelationships between and among programs, systems, functions, and policies is required.
Ability to design new and changing system and program environments due to new laws, regulations, and standards; conceive new approaches to existing programs.
Establish programs central to the mission of the agency.
Resolve problems of vital importance to the agency.
Comprehensively plan, analyze, determine cost/benefits relationships, and coordinate a great variety of functions, operations, teams, or interfacing administrative systems.
Resolve issues where governing laws and regulations are highly interpretive and/or precedents are non-existent, obscure or conflictions.
Develop creative solutions to controversial problems.
Ability to communicate orally and in writing in order to present findings and recommendations related to accounting system requirements and deficiencies, explain the accounting treatment of particular transactions, and provide interpretations: of accounting principles, regulations, and procedures to managers and co-workers.
