Your future duties and responsibilities:
Duties include, but not limited to:
performs work, participates with, and assists other higher-graded Systems Accountants in carrying out assignments related to the functional responsibilities of the Division.
These responsibilities may include the identification of the accounting and financial requirements which must be met in the design, redesign, and adaptation of existing automated and manual systems and subsystems in order to meet the financial management needs of the Department
Works as a member of a team of Systems Accountants in the accomplishment of broad projects involving the identification of accounting and financial requirements relating to specific functions.
Performs uncomplicated task assignments commensurate with his/her level of knowledge and experience in accounting and of the work of the Division.
The task assignments may include obtaining, checking, and verifying various types of accounting and financial data and other types of information as requested by the team leader or other members of the team.
Receives progressively more complex and responsible assignments as he/she displays increased understanding of, and the capability to perform, the work of the Division.
Assignments may also include studying and researching the accounting and financial requirements imposed by the Office of Management and Budget, the Treasury Department, the General Accounting Office, the General Services Administration, and other Federal agencies and participating with other Systems Accountants in meetings with users in bureaus, offices, and posts to identify the system modifications and enhancements which they wish to propose.
Based on these and similar task assignments, the accountant acquires the basic knowledge and skills to perform an increasing number of assignments independently.
Based on the accounting and financial requirements identified by the team on which he/she serves, the accountant assists and participates with other Systems Accountants in performing relatively routine aspects of the work involved in such activities as:
Developing and refining the require cents identified, and communicating and articulating them to the Office of Financial and Management Information Systems, and working with that Office and contract support to develop and document requirements in data models and automated tools.
Categorizing, determining the impact of, and prioritizing the requirements; presenting and discussing the requirements, and issues involved, before management review groups.
The accountant may assist in the activities involved in the development of the initial specifications for user training, user procedures, and other user documentation requirements to help ensure that the conceptual system design and its procedures are understandable from a practical accounting standpoint.
As the process moves from conceptual design to detailed design, the accountant performs developmental assignments to assist in the work of the team in reviewing and approving the design of the software systems and tile financial and accounting procedures to be used.
As the new or enhanced system(s) or subsystems are developed, the accountant performs developmental assignments in helping to support the activities of the Office of Financial and Management Information Systems in its review of the products, the initial test reports,
and the test plans and specifications for the independent verification and validation of the system(s).
Required qualifications to be successful in this role:
Knowledge of professional accounting theories, concepts, and practices is needed in order to be able to perform task assignments, using conventional accounting methods and techniques, in connection with the project work of the team.
Basic knowledge of the various legal, regulatory, and policy requirements is required.
Skills in effective communications, both oral and written, in order to carry out aspects of the work which involve oral presentations and the preparation of written materials.
The accountant works independently in accordance with instructions and prescribed procedures, and he/she refers problems to the supervisor or team leader for resolution.
