Your future duties and responsibilities:
Duties include, but not limited to:
Performs a full variety of the accounting functions involved in identifying the user needs and requirements and the legal, regulatory, and policy requirements which must be satisfied in the automated accounting systems used in carrying out the accounting activities of CGFSC.
Independently conducts research to define and document specific user requirements such as the specific types and formats of management reports, which are needed.
Perform feasibility studies to determine which work processes should be up-graded or automated. Analyzes user needs and requirements in relation to professional accounting principles, standards, and methods and in relation to the requirements of laws and the regulations and policies of several government departments.
Identifies new requirements resulting from changes in law, regulations, and policies and new or revised requirements resulting from changes in vendor-supplied software or equipment used in the automated systems.
Responsible for refining the requirements and advising, working with, and coordinating activities with Systems Accountants staff to ensure that the functional accounting requirements and all other requirements are met in the design of systems and enhancements to the systems. Reviews the general/conceptual designs for modules, interfaces, or reports to ensure that user and all other requirements relating to accounting systems are met.
As the process moves from conceptual design to detailed design, leads and performs work in reviewing and approving the design software systems and the financial and accounting procedures to be used.
Participates in preliminary and critical design reviews with functional and technical experts in the department.
Keeps track of the progress of software development activities relating to accounting and takes appropriate steps to help ensure that these activities are being carried out in accordance with established plans and schedules.
As new or enhanced systems are developed, supporting the activities of IT Specialists in review of products, initial test reports, and the test plans and specifications for the independent verifications and validation of the systems.
As a professional accountant, independently performs assignments and/or segments of larger, more complex assignments related to these enumerated functions.
Identifies and gathers the necessary data and for making an initial analysis of the accounting data, which is needed to respond to the needs of management.
Required qualifications to be successful in this role:
Professional knowledge of accounting principles, theories, concepts, practices, and techniques and the ability to apply this knowledge in serving as a Systems Accountant in performing and coordinating aspects of or participating in the full variety of accounting operations is required.
Knowledge of the Department of State’s financial management goals, policies, procedures, processes, objectives, and programs in order to carry out assigned responsibilities is desired.
Knowledge of the automated and manual accounting systems in order to carry out assignments in accordance with the procedures and requirements of these systems would be beneficial.
Skills in oral and written communications in order to perform numerous duties involving the presentation of oral reports and the preparation of written reports, instructions, procedures, and other documents is also desired.
