POSITION DESCRIPTION

Release Manager – Description

The Release Manager is responsible for the release planning, management, and execution of the processes/ procedures as defined in the Release Management Plan.

Your future duties and responsibilities:

Release Manager responsibilities are:

  1. Defect Management

a. Use a defect management tool to tracks all defects/deficiencies, document the details, changes the priority as directed, and provides solutions, changes, and corrections.

b. Prepare and deliver the Weekly Production Defect Report (D-4.6-01) to list all open defects.

c. Capture and report all system deficiencies, maintenance requests, and questions reported by the State, county, interface partners, provider and online timesheet users, and system end users.

d. Participate in joint conference calls with the State during an unscheduled system outage.

e. On a Priority 1 or 2 deficiency as per the contract:

  1. Notify the State via phone call and electronically.

  2. Execute emergency updates to exception release & provide written notice to the State within 2 hours.

  3. Submit an Incident Report upon resolution of unscheduled system outage.

f. Upon request, provide a Corrective Action Plan (CAP) per the contract for Priority 1, 2, 3, and 4 deficiencies.

  1. Release Management

a. Conduct all release planning, management, and execution activities per the Release Management Plan (RMP).

b. Hold and facilitate a Release Initiation and Planning Meeting for every release & Monthly/Quarterly Reviews.

c. Planned Releases, divide and track the release into sub-phases.

d. Tailor release planning to combine the milestones for project initiation, and each subsequent phase of the system development life cycle.

e. Conduct high-level walkthroughs to help evaluate the software products; prior to Project Office evaluation of major release deliverables and as part of Release Readiness Reviews.

f. Facilitate and participate in a Detailed System Design (DSD) Review for each major release to confirm planned activities were successfully completed and evaluate the resulting work products.

g. Adapt modification requirements validation and design to applicable processes and deliverables and combine the system requirements validation and DSD review into one review.

h. Fit modification development to applicable processes and deliverables and combine the Coding and Documentation Review and Test Readiness Review into one review.

i. Develop the Strategic Plan, including a strategic planning methodology, and a 24-month Strategic Roadmap.

j. Style release testing and implementation preparation activities to applicable processes and deliverables by ensuring System Test and Evaluation processes are limited components modified for the release, and to exclude the need to perform Functional and Performance Tests.

k. Update and deliver the DSD, Database Design Description (DDD), and Interface Design Description (IDD) for every application release.

l. Confirm that the system infrastructure and support teams are ready to accept the release and take over, update, deliver, and maintain the custom application source code for each release, including documenting the source code.

m. Obtain State approval prior to beginning work defined by the RMP or implementing/ releasing into the Production Environment any system, software, or related work products changes.

n. Execute the various major, minor or tailored releases and encourage simplifying the release management process.

o. Participate in a Release Readiness Review to confirm planned activities were successfully completed and to evaluate the resulting work products.

p. Ensure state wide site preparedness.

q. Deploy releases of the application to all affected work sites in all fifty-eight (58) counties in California.

r. Execute the Post Installation Verification Test to confirm that the installed components met the requirements and if failure notify the State and acquire approval to execute the Release Back-Out Procedures and conduct a Root Cause Analysis (RCA) and provide the results.

s. Participate in a Post Installation Review (PIR) to identify any issues arising from the release, lessons learned, and suggestions for process improvements.

t. Notify the State for releases without formal development and test milestone reviews, verifying the development and test activities and deliverables were successfully completed and documented.

u. Develop an Exception Release Request for each exception (emergency) release.

v. Update the Training Environment(s) to reflect all application releases and modifications at the same time they are implemented into the Production Environment.

w. Report the status of each release to the Change Control Board, including release milestone dates and a summary of any issues, problems, or lessons learned.

x. Track and report to the State the actual cost of each release and the cumulative cost of all releases for the calendar and fiscal year.

  1. Summary

The Release Manager is in charge of managing, updating, delivering, maintaining and executing the RMP and Release activities.

Required qualifications to be successful in this role:

REQUIRED QUALIFICATIONS TO BE SUCCESSFUL IN THIS ROLE

Extensive knowledge of the State of CA CMIPS program

Ability to establish relationships with the project managers, State, developers, testers, and integral site players

DESIRED QUALIFICATIONS/NON-ESSENTIAL SKILLS REQUIRED

Strong executive communications and presentation skills
